Board of Elders (“BoE”)
February 14, 2014
Present: Liqin Chen (Chair), Pastor Caleb Chang, Ke-Chieh Chu, Yuguang He (acting secretary), David Ho, Timothy Lu, Haiguo Wu (Head Deacon), Jian Zhang (Deacon, Stewardship Chair)
Absent: Terry Yang (Secretary)
Opening prayer: Liqin
Brief sharing:
- Liqin: Shared busy traveling and snow shoveling experience.
- Jian: prayer request for the van ministry as used by the youth retreat over the weekend:
- One van windshield wiper stopped functioning
- Second van one of the handles broken
- All three vans now used by the youth retreat over the weekend
Update to the State of the Church (Caleb)
- ICF, and senior high, retreats over the weekend
- COM college retreat weekend at BMWBC
- Collaboration with other churches: 2/8 attended installation of senior pastor at CBCGL
- Church vision discussion among the pastors in process
- Sermon proposal at podium: propose format change, with each one finish the assigned subject continuously without interruption due to alternated speakers
- Small group leadership training {SGLT} will start on 3/1, encouraging participation of elders and shepherds
- Mandarin Gospel Meeting (MGM) planning: prayer request
- Pastors been using “Google Hangout” for the past two weeks due to treacherous weather and road conditions, encouraging more such communication during bad weather for meetings
BoD Updates (Haiguo)
- IT update: security cameras all up and running, only BoE has the access
- Network infrastructure all set, CBCGB-guest for church-wide use, CBCGB-main only for church staff, children ministry check-in and church wifi thermostats
- Capital fund request: worship in-ear monitor device
- General Question: Property ownership and care by ministries or church?
- Answer from BoD:
- Whoever make the capital fund request should be the designated personnel in charge of the property
- Used to have a drafted inventory list but unfinished, still in process using current technology
- Proposal: central storage location, offline discussion needed
- Healthy condition: December’s income boosted the surplus in general fund
- About 90 temporary parking spots are being prepared within the church property, maybe ready for Spring
- Main building reroofing done
- Inspections: elevator, alarms, sprinklers etc, all passed
- Lih-Kong Eric Young as a staff member on duty
- Refund from insurance company in place

MetroSouth New CCT Members Installation (Liqin)

General question for reviewing the committee members and approval of their chairpersons: Are all the committees to be reviewed and their chairpersons approved by BoE?
- “Against” reason: as defined in bylaws as standing committees or special charter status as approved by BoE, it needs BoE’s review
- “For” reason: BoE should be the overseer over all committees, regardless of the legal status, for better management, communication and responsible finance
- Proposed as an agenda item for the next BoE meeting
Community Outreach Committee Chair Discussion (David)
- No reservation from BoE
- Table the vote, pending for the final decision from the candidate
Metro South Ministry
- Since the total amount of financial support specified in the Financial Plan for the Metro South property purchase is greater than $75,000 the Financial Plan needs to be formally approved by CC.

- 陳立欽：分享繁忙的旅程及鏟雪的經歷。
- 張建：請求為週末青少年營會開車的交通事工禱告
- 有一輛麵包車的雨刷不工作了
- 另一輛麵包車的把手斷了
- 週末青少年營會將使用所有三輛麵包車
教會近況簡報（開第牧師）
- 大专生，高中的周末退休会
- 城区事工，大学的退休会周末在BMWBC
- 与其他教会的合作：2/8 出席了CBCGL资深牧师的按立
- 在牧师中关于教会异象讨论的进展
- 讲台讲道建议：建议形式加以改动—由于几个讲者轮替，建议让每位讲者不受打断地连续讲完自己被安排的讲题
- 小组领导力训练将在3/1开始，鼓励长老和牧师们的参与
- 华语布道会计划代祷
- 由于极端天气和道路情况，牧师们已经在过去两周使用“GOOGLE HANGOUT”开会。鼓励在糟糕天气时，使用这种方式来进行会议。
执事会近况简报（海国执事）
- IT简报：监控摄像头已经全部就绪和启用，只有长老团有密码
- 网络设施就绪。CBCGB-guest 覆盖教会范围的使用；CBCGB-main只供教会员工，儿童牧师登录以及无线恒温控制
- 资产基金需求：敬拜入耳式监听设备
- 总的问题财产的所有和管理是属于牧师还是教会？
- 执事会的答复：
- 任何提出资产基金需求的应该是受指定管理资产的人
- 过去有草拟的未完成的资产清单，用新技术的还在处理中
- 方案：集中存储定位，需要离线讨论
- 大约90个临时车位在准备中，预计春季可以就绪
- 主楼的屋顶更换已经完工
- 电梯，报警器，洒水车等都通过检验

总的问题关于评估委员会成员与核准主席人选：是否所有的委员会成员都被评估，他们的主席是否要长老团核准？
- 反对理由：如章程里所规定的，常设委员会以及特别宪章都需要长老团核准。
- 支持理由：长老团应该是监工，在各个委员会之上，不在意法律地位。是为了更好的管理，沟通和财务负责
- 建议作为一个议题交下次长老会
社区外联委员会主席讨论（明治长老）
- 没有从长老会预约
- 表中的投票，有待于来自候选人的最终决定
城南部
- 由于用于南区物业购买计划的特别财政支持总额超过了75000美元，这个财政计划需要教牧长执联会的正式核准
