Board of Elders Special Meeting Minutes

Elder Tsai opened with prayer at 7:35 pm.

Elder Tsai provided update on current status of Church Building Expansion (“CBE”) project, including current financial situation and options for next steps and timing. Elder Tsai also reviewed thoughts on the CBE provided by Pastor Caleb over e-mail.

Elder Chu provided his proposal for next steps, including fundraising options balancing both donations and issuing of church bonds.

Explored obtaining bridge loans from church members, as well as financing options using existing sources.

BoE agrees to change the $1 million pledge goal to a $1 million fundraising campaign goal, and to begin the permit application process for the 151 Spring Street renovations, which is expected to be granted by June 2013 by the city of Lexington with construction to begin immediately afterwards. BoE directs the CBE team to begin preparations for permit application process for the circular drive and additional parking; process for issuance of church bonds of up to $1 million will begin upon filing of permit application.

Explored options for congregational communications regarding the CBE, including a fundraising thermometer. Presentation package to be completed within the next two weeks for distribution afterwards.

Elder Tsai to chair subcommittee tasked with identifying the best ways to utilize the CBE, for inclusion in congregational communications.

Elder Chen closed with prayer at 10:00 pm.

出席者：蔡明哲（主席）、章開第牧師、陳利欽、朱克潔、何明治、楊德禮（秘書）。

蔡長老於晚間7時35分作結束開會禱告。

蔡長老報告教會擴建計畫(“CBE”)的現況，包括目前的財務狀況，以及選取下一個步驟和時間的安排。蔡長老也總括報告他與開第牧師透過電子郵件對教會擴建的看法。

朱長老提出他對下一個步驟的建議，包括資金籌集的採行方式，以平衡奉獻和教會債券的發行。

探討從教會成員獲得過渡性貸款的可能，以及使用現有資源的融資方案。

長 老團同意把100萬美元的認獻目標改為100萬美元的募款目標，並開始為151號的整修，申請建築許可，預期2013年6月獲得Lexington鎮通過 後，馬上開始進行建築工程。長老團指示CBE團隊，可以開始準備申請環形車道和額外停車位的建築許可程序；等到提交申請建築許可後，就開始著手籌備發行 100萬美元以內教會債券的各樣事宜。

就擴建計畫一事，探討與會眾溝通的方式，包括籌款溫度計。接下來的兩個星期內，完成整份報告，分發給大家。

蔡長老將召集一個小組研究如何最有效地使用擴建出來的空間，結果會包括在對會眾溝通的資料裏。
