Board of Elders (“BoE”) Meeting Minutes

Elder Tsai opened with prayer at 12:46 pm.

1. Update on Current Pastoral Staffing Needs

Pastor Caleb provided update on open position of Chinese Ministry (“CM”) Pastor with initial focus on Fellowship; Search Committee has posted job opening and description in print publications and begun collecting information on potential candidates.

Pastor Caleb has proposed the creation of a Search Committee to oversee the selection of a successor to Pastor King-Fai as overseer of Children Ministry, including consideration of non-seminary trained candidates (to be appointed to position of Children Ministry Director); BoE approves proposal. Pastor King-Fai has already provided Pastor Caleb the Children Ministry Pastor job description for use in posting.

2. December 15 Special Membership Meeting/Baptismal Service

BoE reminded of severe weather closing decision protocol.

Due to severe weather, BoE decided Special Membership Meeting will be postponed to Sunday, December 22, 2013 between the Joint and English Worship Services.

BoE decided to proceed with December 15, 2013 baptismal service, with any baptismal candidates not able to participate due to severe weather moved to spring baptismal service unless extenuating circumstances dictate scheduling of special baptismal service. Should CBCGB close December 15, 2013 due to severe weather, BoE decided baptismal service will be rescheduled.

3. Human Resources Committee (“HRC”)

HRC proposed adding Sister Meagan Chan as HRC member; BoE approves.

4. Quincy Fellowship Ministry

BoE took up proposal for CBCGB to engage in outreach ministry to battered women in Quincy tabled in November 2013 BoE meeting. After discussion, BoE re-tabled proposal to next year pending decision on whether to institute Quincy Fellowship Ministry as a formal CBCGB program.

5. Social Concerns Ministry (“SCM”) Budget

Brother Yang-Sheng provided overview of proposed 2014 SCM budget; BoE approves budget as proposed.

6. Election of 2014 BoE Chair

BoE elects Liqin as 2014 BoE Chair. Brother Chaw-Bing prayed for 2014 BoE Chair.

7. BoE Responsibilities 2014

Elder Ming-Jer presented his reflections on the role of the BoE and its members, as well as past achievements this past year, as outgoing BoE Chair. Elder Ming-Jer reviewed BoE responsibilities, both existing and under new Bylaws (if approved), and anticipated initiatives and programs to undertake in 2014.

BoE appointed the following required positions under the new Bylaws (if approved):

Secretary: Elder Terry

Deacon Nomination Committee Chair: Elder-Elect Yuguang

Membership Committee Advisor: Elder-Elect Timothy

Missions Committee Advisor: Elder Liqin

Social Concerns Committee Advisor: Elder Ming-Jer

8. Membership Committee

Chaw-Bing Chang presented Membership Committee question regarding logistics under new Bylaws (if approved) related to approval of new member candidates; BoE clarified that Ad Hoc Committee under new Bylaws (if approved) will approve slate of potential new members presented by Membership Committee prior to invitation of those brothers and sisters to participate in membership classes.

9. Staff Salary Review

BoE reviewed current staff salaries and proposed adjustments; BoE approved proposed staff salaries for 2014 and provided to Finance Committee.

Elder Terry closed with prayer at 4:20 pm.

中午12點46分蔡長老做開會禱告

1. 教牧同工需求更新

章開第牧師報告徵聘中文堂團契事工牧師的情況。聘牧委員會書面公佈了有關職務空缺和內容，並開始收集潛在候選人信息。

章開第牧師提議設立聘牧委員會，負責徵聘兒童事工牧師，接替蔡景輝牧師的監管職責。非神學院培訓的候選人也在考慮範圍內（任命為兒童事工主任）。長老團批准了這一提議。蔡景輝牧師已經向章開第牧師提交了兒童事工牧師職務內容，作為公佈之用。

2. 12月15日特別會員大會及洗禮儀式

長老團提醒，為因應惡劣天氣有關停止聚會的決定。

由於惡劣天氣，長老團決定特別會員大會延期至2013年12月22日主日，在聯合崇拜和英文崇拜之間舉行。

長老團決定2013年12月15日洗禮儀式照常進行。因惡劣天氣原因不能參加的受洗候選人，延至春季的洗禮儀式，除非有特殊狀況，則另訂特別洗禮儀式。長老團還決定，如果2013年12月15日本教會由於惡劣天氣而關閉，洗禮儀式將重新安排。

3. 人事委員會 (“HRC”)

人事委員會提議Meagan Chan姐妹加入人事委員會。長老團批准了這一提議。

4. 昆西團契事工

長老團重新審議了2013年11月長老團會議所延議的關於本教會參與向昆西受虐婦女外展事工的提議。經過討論，長老團再次延議至下一年度，將根據是否把成立昆西團契事工納入本教會正式計畫而定。 

5. 社會關懷事工(“SCM”) 預算

曾陽生弟兄報告了2014年社會關懷事工預算概況。長老團批准了所提議的預算。

6．選舉2014年度長老團主席

長老團選舉陳利欽為2014年度長老團主席。張召斌為2014年度長老團主席禱告。

7． 2014年度長老團職責

蔡明哲長老就離任長老團主席的角色，回顧了長老團和長老團成員的職責、以及長老團在過去一年中的成就。明哲長老還回顧了教會現有的和新的教會憲章（如果通過的話）所規定長老團的責任，展望了長老團在2014年將要提出的倡議和計畫。

長老團依教會新憲章（如果通過的話）所規定的職務任命如下：

秘書：楊德禮長老

執事提名委員會主席：當選長老何煜光

會員委員會顧問：當選長老盧忠信

差傳委員會顧問：陳利欽長老

社會關懷委員會顧問：蔡明哲長老

8．會員委員會

張召斌提出有關詢問到會員委員會在新教會章程（如果通過的話）下，批准新會員候選人的程序問題。長老團申明，新教會章程（如果通過的話）中所訂的會籍特設委員會，將負責核准由會員委員會提交的一份新加入會員名單以後，再邀請弟兄姊妹參加會員班。

9．審查職員工資

長老團審查了現任職員工資和工資調整提案。長老團批准了2014年度職員工資，並提交給財務委員會。
