Board of Elders (“BoE”)

January 9, 2016

Present: Ke-Chieh Chu (Chair), Pastor Caleb Chang, Yuguang He, David Ho, Chun-Yi Hu (Board of Deacons [“BoD”] Representative), Timothy Lu (remote), Haiguo Wu (Head Deacon), Terry Yang (Acting Secretary)

Absent: Bryan Che (Secretary)

Elder K.C. opened meeting with prayer at 9:15 am.

1. Brief Sharing

Elder David shared about his recent trip to Hong Kong for Marriage Enrichment Retreat conference and his encouragement from witnessing members of congregations that don’t normally associate with one another fellowshipping together.

2. Update on State of CBCGB

Pastor Caleb provided quick update on:

• Just completed end-of and beginning-of-year events;
• Possibility of changes to end-of and beginning-of-year events in 2016 due to Christmas Day and New Year’s Day falling on Sundays;
• Upcoming Youth-Parent Association ski trip and youth group retreats in February;
• Follow-up actions in response to Overseas Returnee Ministry presentation by Sister Yan Liu in November BoE meeting;
• Availability for BoE review of summary of official off-campus record (“OCR”) for pastoral staff for calendar year 2015;
• Progress of Lead English Pastor search;
• Consideration of formation of Youth Pastor Search Committee and potential reorganization of pastoral staff responsibilities;
• Proposed next steps for Church Building Expansion (“CBE”):

• Holistic, long-term approach focusing on divine intervention instead of politics
• Church Council (“CC”) take up ownership
• Reformed CBE Team (“CBET”):

• Project manager to coordinate teamwork, procedures and timetables
• Pastoral staff and team members to provide prayer and promotion support and improve communication
• Designers
• Construction managers
• Financial managers to provide cost estimation and control;

• Proposed mid-term goal of “2x by 2020” (double CBCGB attendance and spiritual maturity by calendar year 2020);
• Replacement plan for all currently installed heating, ventilation and air-conditioning (“HVAC”) units.

3. BoD Update

Deacon Haiguo provided quick update on:

• Election of BoD officers for calendar year 2016;
• Technology Committee Charter revision;
• 151 audio-visual installation project and temporary Friday evening fellowship assignments pending project completion;
• Church-wide HVAC unit replacement plan, currently under Stewardship Committee review and budgeting;
• Church-wide storage room inventory and cleanup.

4. CBE

Elder K.C. reviewed proposed next steps for CBE presented during December 2015 CC meeting:

• Swap Phase II and Phase III;
• Assign BoD responsibility for drafting project requirement specifications;
• Add additional members to CBET.

Elder K.C. presented additional information regarding proposed next steps for CBE based on meeting with Pastor Caleb and Deacon Haiguo on December 29, 2015:

• New members of CBET to include project manager and financial managers;
• Deacon Haiguo to solicit feedback on proposed next steps from BoD;
• Final draft of proposed next steps to be presented during regularly scheduled March CC meeting for approval.

5. Church Vision

Elder K.C. presented feedback from some Chinese congregation fellowships following recent church vision presentations, which mainly consisted of confusion regarding inconsistencies between approved English version, Chinese “translation” of approved English version, and English translation of Chinese “translation” of approved English version used by Pastor Chuck Lowe during recent joint service.

After deliberation, BoE decided to change approved church vision to variation of English translation of Chinese “translation” of approved English version used by Pastor Chuck Lowe during recent joint service; discussion of exact wording for new church vision tabled to e-mail.

6. Technology Committee Charter

BoE reviewed revised draft of Technology Committee Charter incorporating edits requested by BoE during December 2015 BoE meeting; BoE approved as attached.

7. Finance Committee Membership

On behalf of Treasurer Lance Pan, Elder K.C. proposed Finance Committee membership as follows: Jessie Chen, Sylvia Cheung, Elder K.C. (BoE advisor), John Cintolo, Le-Haw (Pearl) Shiue, Jiyong Wang and Kate Wong. BoE approved membership as proposed.

8. Social Concerns Committee Chair

Elder Yuguang proposed appointment of Yang-Sheng Tzeng as Social Concerns Committee Chair for 3rd and final term in accordance with Committee Charter; BoE approved Chair as proposed.

9. Elder Ministry Assignments

BoE reviewed individual Elder ministry assignments for calendar year 2016; after deliberation, BoE replaced Elder Yuguang with Elder David as Deacon Nomination Committee Chair.

10. Ministry Review Schedule

BoE surveyed all CBCGB ministries and selected the following ministries for BoE review during calendar year 2016:

• Mission Committee, Elder Timothy to coordinate;
• Office Administration, Elder Yuguang to coordinate;
• Spiritual Formation (Chinese), Elder Terry to coordinate;
• English Ministry (2nd half of 2016), Elder David to coordinate.

11. Facility Maintenance Staff Wage Adjustment

Elder K.C. proposed hourly rate increase for Facility Maintenance Staff wages; BoE approved hourly rate increase effective February 1, 2016.
