CBCGB Board of Elders Meeting Minutes, 2016/02/13

Present: Senior Pastor Caleb Chang, Bryan Che (Secretary), Ke-Chieh Chu (Chair), Yuguang He, David Ho, Timothy Lu, Jian Zhang (Board of Deacons [“BoD”] Representative)

• Elder KC opened with prayer at 9:05am
• Brief Sharing

• Pastor Caleb: Many prayers being answered for healings and recoveries
• Elder KC: Theresa had successful cataracts surgery and will get some corrective lenses to improve vision

• Update on state of CBCGB (Pastor Caleb)

• 4 retreats going on (Sr High, Jr High, ICF, COM Undergraduate)
• 3/18-20: Mandarin Gospel Meeting with Leaf Huang speaking
• 4/8-10: EM Mental Health Conference with Karen Mason speaking
• Pastor Caleb’s upcoming outside speaking schedule
• EM Pastor search ongoing
• Youth Pastor search ongoing. We may need a Family Pastor to enhance better ministry integration and collaboration. We will discuss in a future meeting whether this should be an additional position or perhaps the responsibility of this open Youth Pastor position
• Proposed a new church building expansion plan. Church Council assumes ownership and duty to lead the project and charters new teams to manage and communicate about progress. Need to increase momentum around project
• Sanctuary HVAC project is done, on schedule and within budget. We have 7 more aging heat pumps; some are showing sign of failing and will need to be replaced. Time from request for quotation to completion for such a project may be six months long. Pastor Caleb will discuss this with the Board of Deacons.

• Church Vision Statement (Elder KC)

• Agreed on new church vision statement to present to Church Council:

• “From Greater Boston to the world,

        From East to West across multiple cultures,

        Every person becomes a fellow disciple of Christ.”

• Next step is to create a church mission statement and identify strategic goals to fulfill the mission statement over the next 5-10 years. Elder Bryan will lead this effort

• Board of Deacons Update (Deacon Jian Zhang)

• New Technology Committee being established under the leadership of Deacon Joshua Chang. This committee will oversee and purchase technology-related items that span multiple ministries
• Three property projects:

• New sanctuary HVAC project installed December 2015
• Carriage House parking expansion to start in March 2016
• 151 A/V equipment installed and van garage webcam installed

• Discussed church building expansion (CBE) and how to improve communication and clarify rationale. Deacon Phil Sailer will capture CBE requirement specifications from the BoD and pastoral staff

• Church Building Expansion project: Next Phase Planning (Elder KC)

• Reviewed discussion at January BoD Meeting about the rationale for CBE:

• address CM Sunday worship space needs, as CM is at full capacity
• provide a stronger base to support expansion of other ministries such as missions, local missions, social concerns
• provide indoor activity space for children, youth, and awana
• prepare for reaching out to local Chinese immigrants

• Discussed whether we should address CM space needs with additional services
• Will create a new plan with requirements first and then assign team to promote plan to church after the next Church Council meeting in March. Will evaluate combining Phase II and III into one project as part of requirements gathering
• Reviewed financing options for CBE phase II’s $2.4M cost

• Deacon Nomination Committee potential members (Elder David)

• Reviewed and agreed upon potential deacon nomination committee members

• Possible Workshop on "How to reach out to new generation Chinese Student" (Elder David)

• Tsun-En Lu is researching how to reach out to new Chinese students and would like to share his findings at our church in June. Agreed to host him in a workshop at our church and invite other church’s leaders as well. Will also look into hosting a broader conference in 2017

• English Pastor Search updates (Pastor Caleb, Elder Bryan)

• Elder Bryan provided an update on the search committee process and reviewed with the BoE the committee’s scoring matrix for evaluating candidates
• Discussed contingency plans if new EM Pastor cannot start once Pastor Chuck retires in June. If the need is for short-term speakers, Pastor Caleb and EML Core can invite outside speakers. If there is a need for a longer-term interim pastor, the Board of Elders, with Pastor Caleb, will review and determine how to proceed

• Youth Pastor Search updates (Pastor Caleb)

• Search committee established but has not met yet. They will establish their search process once they meet

• Major Ministries Review Plan for 2016 (All)

• Will review 4 ministries in 2016:

• Mission Committee (Elder Timothy to coordinate). Anticipate ready for review in April
• Office Administration (Elder Yuguang to coordinate). Will review in March
• Spiritual Formation - Chinese (Elder Terry to coordinate)
• English Ministry (Elder David to coordinate). Review in 2nd half 2016

• AT&T Proposal (Elder KC)

• AT&T is requesting to rent space to put a temporary cell trailer on-site at CBCGB Lexington. The finance committee reviewed, and there are no tax issues with this
• BoE has no issues with this request and charters the BoD to follow up with AT&T

• 會議從上午9:05開始. 朱克潔長老做開場禱告 
• 簡要分享

• 章開第牧師: 許多為醫治和康復的祈禱正在得到回應
• 朱克潔長老: Theresa的白內障手術做的很成功，她还會通过矯正鏡片來改善視力。

• 波士頓郊區華人聖經教會近況匯報 (章開第牧師)

• 有四個退修會在進行之中 (高中12年级，高中11年级,大專生團契, 城區事工大学生团契)
• 3/18-20: 由黃力夫教授主講的春季國語佈道會將舉行。
• 4/8-10: 由Karen Mason医生主讲的心理健康會議将由英语事工部举行。
• 章開第牧師即將外出講演的時間計劃表。
• 英語事工部的牧師薦聘工作還在進行之中。青年牧師的薦聘工作還在進行之中。我們可能需要一個牧師家庭用以更好地加強局部的整合和協作能力。我們將在今後的會議上討論這是否需要開設一個額外的位置，而這個位置或許就專為物色青年牧師的位置而開設的。

• 由張子剛執事领导的新技術委員會成立了。該委員會將負責監督並購買跨越多個部門的技術相關的項目。
• 三個物業項目:

• 新的主堂冷暖氣通風系統項目已在2015年12月安裝完畢。
• 運輸府停車的擴建將於2016年3月開始。
• 151A/V設備和麵包車車庫攝像頭安裝完畢。

• 討論教會建築擴建(CBE)，以及如何提高溝通和闡明理由。 Phil Sailer執事將從執事會和教牧同工那裡尋求教會建築擴建要求規範。

• 教會建築擴建項目: 下階段的計劃 (朱克潔長老)

• 薦聘英語牧師的情況匯報 (章開第牧師, 陳利欽長老)

• 陳利欽長老提供了薦聘委員會進程的最新情況，並與英語部事工審議了委員會的得分情況來評估候選人。
• 會議討論了一些應急計劃，這些情況有，如果一旦盧植德牧師在六月退休後，而新的英語部事工牧師無法啟動。如果章開第牧師和英語部事工核心牧師可能被邀請到外地講演， 就需要一些短期的主講人。如果需要一個長期的臨時牧師，將由長老團與開第牧師，審查和確定如何進行。

• 青年牧師的薦聘情況更新 (章開第牧師)

• 薦聘委員會成立但尚未聚會過。一旦聚會了，他們將建立自己的薦聘過程。

• 各個主要的事工部委需審核2016年計劃 (全體與會者)

• 在2016年將審核四個事工部:

• 宣教委員會（盧忠信長老主管）。預計在四月審核工作可以準備就緒了。
• 辦公室管理 (何煜光長老主管)。將在三月審核。
• 精神的形成 - 中國 (楊德禮長老主管)。
• 英語部事工 (何明治長老主管).。將在2016下半年審核。

• AT＆T的議案 (朱克潔長老)

• AT＆T正在要求租用空間，把現場臨時小拖車停放在波士頓郊區華人聖經教會列剋星敦區。財政委員會審議過，在此議題上沒有稅收問題。
• 長老團對這一要求沒有異議並允許執事會對AT＆T跟進。
