CBCGB Board of Elders Meeting Minutes, 2016/09/10

Present: Senior Pastor Caleb Chang, Bryan Che (Secretary), Ke-Chieh Chu (Chair), Yuguang He, David Ho, Timothy Lu, Terry Yang,  Haiguo Wu (Board of Deacons [“BoD”] Representative), Jimin Xiong (Board of Deacons [“BoD”] Representative)

• Brief sharing

• Bryan provided an update on a potential ministry opportunity
• Yuguang shared an encouragement about a newcomer to our church from China
• Terry and Cornelia’s baby is due in October

• Update to the state of the church (Pastor Caleb Chang)

• Our Church has been very busy and packed with many activities on each Sunday
• Upcoming events: 9/17 church council meeting, 9/23-25 MGM-Fall, Mandarin Gospel Meeting with six sessions by Dr. William Ho, 10/16~17 evangelistic meeting at Metrosouth with speaker KT Chuang; 47th anniversary in mid-October, 11/11-13 Missions and Social Concerns Conference by Todd Angelson of Peer Servants
• Youth Pastor Search: Stanley Chang will start October 12th
• English Pastor Search: Search is still ongoing
• Presented sabbatical plan for BoE to review
• OCR-Outside to BRCCC 11/11-13
• Pastor Jennifer Lin qualified for sabbatical in April, 2017
• Need to consider and pray about:

• See if and how to double-up Sunday worship services to de-bottlenecking CM service.
• Develop “Chinese Track” of youth and children ministry, especially seekers’ groups/class
• Potential Church planting: North Shore, Quincy, Malden, Andover, etc.
• How to “mobilize” designated funds

• Board of Deacon Updates (Haiguo)

• Completed final draft for circular driveway between church and 151
• Aerial RCN cable moved underground to enable new parking lot
• New HVAC system is in design stage
• Sanctuary A/V systems had problems in past month. Approved proposal to replace mixer
• Office phone system is upgraded
• Met with Metrosouth regarding their building

• Deacon Nomination Updates         (Elder David Ho)

• Reviewed deacon nomination candidates

• New EM Brand updates (Elder Bryan)

• Bryan presented an update on the EM branding process

• English Pastor Search updates (Pastor Caleb and others)

• Search is ongoing, and committee is reviewing candidates

• Metro-South Independence and Financial Support updates (KC and Haiguo)

• Reviewed proposed support package for metro-south when it becomes independent
• Approved general fund surplus allocation policy update so that for FY17, FY18, and FY19, any surplus from the General Fund will be distributed in the following sequence: Metrosouth Building Fund (up to $50k), CBCGB General Reserve Fund, CBCGB Capital Fund, and other areas decided by the Church Council
• Will next present support package budget to church council for review and approval

• Re-visit Church position on Transgender Bathroom laws/petition signing        (All)

• Discussed guidelines regarding the policy “The church will also not prevent individual members from soliciting others on a private basis to sign petitions or participate in political events” and what does it mean to solicit others “on a private basis”

• Guidelines include:

• Do not solicit people that you don’t know
• Do not make public announcements
• Do not solicit via official church channels

• Review/Approve Adding An English Admin Assistant Staff Position (Pastor Caleb, Pastor David Eng, and All)

• Approved proposed additional 30-hour part-time English admin assistant position and job description

• Review/Approve Pastor Caleb's Sabbatical proposal (All except Pastor Caleb)

• Approved Pastor Caleb’s sabbatical proposal, with stipulation that he appoints a single acting senior pastor in his place while he is gone
